I think its the matte varnish
It looks like it would just flake off if you rub it with your finger or a damp Q-tip.
Did you mix your varnish very well? I once painted a doll that peeled up like this. I gave it as a gift to an adult in my family. They continued peeling at it even after I told them it would ruin it. Spoiler alert: it was ruined.
I would try what Jean suggested. Gently rub a damp qtip to get the flaking off. Then I would give it another coat of varnish.
