From what I understand you use a ‘bubble medium’, put a bit on where you want the bubbles, push the end in a bit and pump some air into the medium.
You could also glue on a few glass beads, it looks quite nice.

I have this too with the little bottle of solution and never been able to use it, so I make spit bubbles with tweezers and applying paper glaze with little glass beads…sparingly. Comes out super cute.
