Why do some new topics show up under new and others don’t?

I have issues with the new topics as well. That’s the first place I check when I get on the forum and I’ll go through most of them and then hours later or the next day it shows new topics that I haven’t seen yet but the time stamp shows that they were from yesterday or hours ago so I should of been able to see them when I was on the forum after that time. It is so hard to explain some things, I hope that makes sense!
