I wonder almost if it’s a whipped resin? That would hold up long term very well and I’ve seen a silimiar effect on phone cases? The other thing is I could see it being pigmented silicone? Silicone sticks well to vinyl and I think maybe you could achieve it using silicone aquarium calking and sil-pig pigments?

I also want to say I think wall Spackle would work… like the fake cakes are done… you can mix it with acrylic paint.

Also you can add acrylic paint to silicone caulk.

I haven’t put it on vinyl but it sticks to plastic and to cardboard.
