Is a 13-15 watt ott light bright enough for indoor pictures in bad weather?

Not sure…what I do is turn on every light in the room, remove lamp shades and open the blinds.

I have two floor lamps: an 18 watt Ott and a 27 watt Bell Howell (like Ott). I use them both when taking pics.
