When you send a refund through PayPal do they return the fees they deducted to you?

I think if you provide the refund, you get accredited the fees. Not the buyer.

Yes but all the money doesn’t go to them your account get credit. For instance if fees were $.30 of a $1 the buyer would get $.70 and you the $.30 if I recall correctly.
No. Everything goes back as it was before the transaction. The buyer gets 100% of their money back and the seller is refunded the fees. It’s as if the transaction never happened.
But I am confused what fees are being refunded. Where are they coming from? Because I once refunded and $.52 was placed into my account and the buyer received $29.48 or something like that.
Actually, the seller is CREDITED the fees.
Example:
Buyer pays $100
Seller receives $93 ($100 less $7)
PayPal receives $7
Upon refund:
Seller’s account is deducted $93 ($100 less $7)
PayPal pays the fee back - $7
Buyer receives $100
