I got a baby that’s cheeks are chalky and white when the vinyl gets cold. Why could this be and how can it be fixed?

Just cold and not wet? Like rain or snow or something?
If there is wetness involved I would assume uncured varnish

It goes away when you wipe it, so not when it gets wet
Not 100% sure but I’ve had a doll kinda like this I just baked the varnish two more times and it went away
