Mine use to until last year. Iām not sure if the ladies just got more crabby there if the policy actually changed last year. 
She arrived a week late but she actually arrived! And she did not have an acceptance scan or any scans along the way- all the way from MA to CA! She was scanned in at the post office in CA the day of delivery!
Her new mom loves her
